Influential advocates such as Betsy Hartmann consider the "myth of overpopulation" to be destructive as it "prevents constructive thinking and action on reproductive rights," which acutely affects women and communities of women in poverty.[1] The 1994 International Conference on Population and Development (ICPD) defines reproductive rights as "the basic right of all couples and individuals to decide freely and responsibly the number, spacing, and timing of their children and to have the information to do so."[2] This oversimplification of human overpopulation leads individuals to believe there are simple solutions and the creation of population policies that limit reproductive rights.[citation needed]
