American defense department analyst and professor Thomas Hunter has defined targeted killing as the "premeditated, preemptive, and intentional killing of an individual or individuals known or believed to represent a present or future threat to the safety and security of a state through the affiliation with terrorist groups or individuals.[16] Hunter writes that the target is a person who is allegedly taking part in an armed conflict or terrorism, whether by bearing arms or otherwise, who has allegedly lost the immunity from being targeted that he would otherwise have under the Third Geneva Convention.[7] Hunter distinguishes between "targeted killing" and "targeted violence" as used by specialists who study violence.[citation needed]
