Although actual harvests were reduced, local officials, under tremendous pressure to report record harvests to central authorities in response to the innovations, competed with each other to announce increasingly exaggerated results.[2] These results were used as the basis for determining the amount of grain which would be taken by the State, supplied to the towns and cities and exported. This barely left enough grain for the peasants, and in some areas, starvation set in. A 1959 drought and flooding from the Yellow River in the same year also contributed to the famine.[citation needed]
