Records showed that about 40 per cent of boys were committed for theft and 43 per cent for stubbornness. Other reasons included assault, vagrancy, disorderly conduct and malicious mischief. Reviews of stubbornness cases often cited truancy, running away, defiance at home, lying, violence and theft. Trustees noted that a small number of boys, estimated at about 3 per cent of all commitments, may not have been suited to the school. In 1859, the law was changed to require magistrates to provide a written explanation with each commitment, to reduce unsuitable placements.[citation needed]
