During World War II, the earliest portion of the Henry G. Shirley Memorial Highway was built in Arlington in conjunction with the parking and traffic plan for the Pentagon. Land for parking and roads was acquired by the exercise of eminent domain over the African-American neighborhood of Queen City, in East Arlington, displacing hundred of Black families.[6][7] This early freeway, opened in 1943 and completed to Woodbridge, in 1952, is now part of I-395.[citation needed]
