Forty per cent of African scientists live in OECD countries, predominantly in Europe, the United States and Canada.[1] This has been described as an African brain drain.[2][3] According to Naledi Pandor, the South African Minister of Science and Technology, even with the drain enrollments in sub-Saharan African universities tripled between 1991 and 2005, expanding at an annual rate of 8.7%, which is one of the highest regional growth rates in the world.[citation needed] In the last 10 to 15 years interest in pursuing university-level degrees abroad has increased.[1]
