The Second National Congress was held from 30 September until 12 October 1813. It was attended by 1100 delegates, chosen by universal male suffrage and presided over by Pedro Juan Caballero. The congress rejected a proposal for Paraguayan participation at a constitutional congress at Buenos Aires and approved the new constitution on 12 October 1813, when the Paraguayan Republic (the first in South America) was officially proclaimed. It also created a two-man executive body with two consuls – Fulgencio Yegros and Francia. The Third National Congress was held on 3–4 October 1814 and replaced the two-man consulate with a one-man dictatorship, to which Franzia was elected.[citation needed]
