Various authoritarian states employed the death penalty as a potent means of political oppression.[2] Anti-Soviet author Robert Conquest claimed that more than one million Soviet citizens were executed during the Great Purge of 1936 to 1938, almost all by a bullet to the back of the head.[3][4] Mao Zedong publicly stated that "800,000" people had been executed in China during the Cultural Revolution (1966–1976). Partly as a response to such excesses, civil rights organisations started to place increasing emphasis on the concept of human rights and an abolition of the death penalty.[citation needed]
