The Empire was constituted as a monarchy, as were nearly all of the states, with the exception of the three free cities which had a republican form of government. Several of these states had gained sovereignty following the dissolution of the Holy Roman Empire in 1806 and had been de facto sovereign from the mid-1600s onward. Others were created as sovereign states after the Congress of Vienna in 1815. Prussia was the largest of the constituent states, comprising two-thirds of the Empire's territory. States were not necessarily contiguous– many existed in several parts with exclaves and enclaves– as a result of historical acquisitions or divisions, and in several cases, the extinction of the ruling dynasties.[citation needed]
