At first, the Australian colonies were run by autocratic governors. They were appointed by the British monarch, but in practice the governors exercised vast executive and legislative powers with very little oversight. Several factors influenced this: most of these early colonies were penal colonies, they were at a great distance from the United Kingdom and communication was slow. In addition the continent was of enormous size and the Australian colonies were largely unexplored by Europeans and sparsely settled by them.[citation needed]
