After the lifting of martial law in 1987 and the acceptance of multi-party politics, the DPP became increasingly identified with Taiwan independence, which was added to its party platform in 1991. At the same time, many overseas independence advocates and organizations returned to Taiwan. For the first time, they openly promoted their cause and gradually built up political support. Many had previously fled to the US or Europe and had been on a blacklist held by the KMT, which had prevented them from returning to Taiwan. In their places of exile, they established organisations like the European Federation of Taiwanese Associations and the Formosan Association for Public Affairs.[citation needed]
