The Inca Empire dispersed conquered ethnic groups throughout the empire to break down traditional community ties and force the heterogeneous population to adopt the Quechua language and culture. Never fully successful in the pre-Columbian era, the totalitarian[citation needed] policies had their greatest success when they were adopted, from the 16th century, to create a pan-Andean identity defined against Spanish rule.
