However, India issued a proclamation of emergency which, constitutionally, is the Indian mechanism of declaring war.[2] This war coincided with the Cuban Missile Crisis and was viewed by the western nations at the time as another act of aggression by the Communist bloc.[3] According to Calvin, the Chinese side evidently wanted a diplomatic resolution and discontinuation of the conflict.[citation needed]
