Due to the perceived issues associated with gerrymandering and its effect on competitive elections and democratic accountability, numerous countries have enacted reforms making the practice more difficult or less effective. Countries such as the UK, Australia, Canada and most of those in Europe have transferred responsibility for defining constituency boundaries to neutral or cross-party bodies. In Spain, they are constitutionally fixed since 1978.[1] Open party-list proportional representation makes gerrymandering obsolete by erasing district lines and empowering voters to rank a list of candidates any party puts forth. This method is used in Austria, Brazil, Sweden, and Switzerland.[citation needed]
