Over the period of occupation, these and many other systems were changed. A less centralized hierarchy of school administrators was introduced and parents were allowed to vote for school boards for the first time. A new textbook industry was also created.[citation needed]. The division of school years was changed to resemble that of the United States which, at the time consisted of 6 years of Primary education (elementary schools), 3 years of Lower Secondary education (junior high schools), 3 years of Upper Secondary education (senior high schools), and 4 years of Higher Education (Universities or colleges).
