The Compact of Free Association between the United States and Palau[1] sets forth the free and voluntary association of their governments. It primarily focuses on the issues of government, economic, security, and defense relations.[2] Palau has no independent military, relying on the United States for its defense. Under the compact, the American military was granted access to the islands for 50 years. The U.S. Navy role is minimal, limited to a handful of Navy Seabees (construction engineers).[citation needed] The U.S. Coast Guard patrols in national waters. The government has agreed to host a large United States Air Force high-frequency radar station in Palau, an over-the-horizon-radar system costing well over $100 million, which is expected to be operational in 2026.[3][4]
