"In 1902, the City of Cincinnati made the first of several attempts to annex Norwood. The citizens of Norwood rejected the merger by a margin of 55 votes. Later that year, Norwood citizens voted to incorporate the village as a city, since their population of 6,480 made them eligible for incorporation. This issue was decided by the same margin of 55 votes. Norwood's first city election took place in 1903. The newly elected officials repurposed the old Village Hall as the first City Hall of the City of Norwood.[citation needed]
