After entering public service at the age of 20, Papon was quickly promoted. During the second Cartel des gauches, in February 1931, he worked in the cabinet of the Minister of Air, Jean-Louis Dumesnil.[1] He was named in the Ministry of Interior in July 1935 before he became chief of staff of the deputy director of departmental and communal affairs, in January 1936, under Maurice Sabatier.[citation needed]
